北墨尔本:另一个Docklands区?

Residents of North Melbourne and Kensington have pleaded with Melbourne City Council not to turn their inner city suburbs into ‘‘another Gold Coast or Docklands’’.

The city’s planners say the so-called Arden-Macaulay precinct is an ‘‘underutilised area’’ that will one day accommodate the expanding central city.  

At a planning meeting tonight, councillors will vote on a proposed planning blueprint that will guide all future development in these areas.

The former industrial landscape in Kensington will make way for population growth of 3000 to 25,000, while the northern city’s population will soar from 5500 to 19,000, council planners say.

The Arden-Macaulay ‘‘structure plan’’ relies on the proposed metro rail tunnel to provide transport links, but locals are worried this will not be built for many years, if at all.

The group has also called on the council to reduce the proposed upper height limit in the area from 30 metres to 20 metres.

Peter Hogg, a spokesman for Residents About Integrated Development, said residents were not opposed to change, but any population surge needed to be met with an increase in services.

"this is a suburb, not just a bunch of high-density dwellings,'' he said.

“RAID recognises that the Arden Macaulay area needs to be developed but council must not let future development turn the area into another Gold Coast or Docklands."

The $5 billion metro rail tunnel from Footscray to the CBD was proposed by the Brumby government in 2008, but is likely to be many years from completion.

Last November the State Government gave Canberra its wish list for infrastructure funding, including the rail tunnel.

Melbourne City Council is in the process of developing an over-arching ‘‘strategic statement’’ to guide planning within its boundaries, and has developed the draft Arden-Macaulay plan as part of this.

Supermarket giant Woolworths is currently awaiting ministerial approval of a major development with two residential towers — one 16 storeys high — in North Melbourne.

The development would have 304 apartments and a 4350-square-metre Woolworths supermarket as well as 300 parking spaces for residents and 340 spaces for retail parking.

North Melbourne Football Club has written to Planning Minister Matthew Guy to express concern about the height of the planned development.

The final approval rests with Mr Guy because the development is larger than 25,000 square metres, with a decision expected soon.
